Traveling Overseas? You Can Apply for Your Passport at Virginia Beach City Hall
Plan in advance to get your passport, starting with making an appointment.
Are you one of the many Americans planning to travel outside of the United States?
One of the most important steps in planning your travel is applying at least two months in advance for your first-time passport, the official document that allows you to travel outside the country. First, visit the U.S. Department of State website then follow these tips for applying for your passport at Virginia Beach City Hall, an acceptance facility.
- Make an appointment.
Appointments are required and must be made by calling 757-385-4303. Appointments are available 8:30 a.m. to 3 p.m., Monday through Friday, and usually fill up about a month in advance. At the time of your appointment, you will go to the City Clerk’s Office in City Hall, 2401 Courthouse Drive, Suite 2116.
- Bring two checks or money orders to your appointment.
You will need to pay the passport fees with a check or money order payable to the U.S. Department of State, and you will pay the $35 execution fee, or acceptance fee, to the City of Virginia Beach. If you are getting your photo taken at City Hall, that $15 fee may be included in the amount paid to the City of Virginia Beach. All fees are listed online.
- Bring your completed, but unsigned, DS-11 application.
Applications are available online, and also are available in the lobby of City Hall. Instructions will direct you not to sign it. You will sign the application in front of the passport agent.
- Bring your required documents.
You will need proof of U.S. citizenship and proof of identity. Make sure that you bring the accepted documents. Additional documents are required for children and parents. If you are not getting your photo taken at City Hall, then you will need to bring an accepted photo as well.

If you need to renew a passport that is less than 15 years old, you may follow the instructions online and mail the form DS-82, required documents and payment yourself without visiting City Hall.
The City Clerk’s Office is required to follow all rules and procedures, including passing an annual inspection, from the U.S. Department of State for processing passports.
