VBPD Investigating Illegal Distribution of Marijuana

On March 14, 2025, the Virginia Beach Police Department (VBPD) executed search warrants at two smoke shops located in the 5400 and 3600 blocks of Virginia Beach Blvd, in connection with an ongoing narcotics investigation into the illegal distribution of marijuana. 

During the search, officers uncovered a variety of illegal substances, including raw marijuana, marijuana products, and synthetic cannabinoids. All items were seized as part of the investigation. This case is still under active investigation. 

Under the Code of Virginia, any THCA or hemp product sold must have a THC content of 0.3 percent or lower. Typically, these products are prepackaged and labeled by the manufacturing facility. Products exceeding the 0.3 percent limit are considered marijuana and are illegal.  

Additionally, the Code of Virginia (18.2-371.2) prohibits the sale of hemp and tobacco products to individuals under the age of 21. Retailers are required to verify a customer’s age by requesting a driver’s license or government-issued photo ID at the time of purchase. 

The Virginia Beach Police Department has observed a high prevalence of commercial burglaries targeting smoke shops, which we believe to be directly linked to the presence of illegal THC inventory. These illicit products not only violate state law but also make businesses more vulnerable to criminal activity. We will continue to investigate and hold accountable those who engage in illegal distribution, as well as those who commit related crimes.
