Planning and Public Utilities Departments Relocate to Municipal Center Campus

The Virginia Beach departments of Public Utilities and Planning & Community Development are relocating to the Municipal Center Campus into newly renovated spaces in Building 3 located at 2403 Courthouse Drive (the former City Hall building). 

Closures 

Public Utilities’ customer contact center will close on April 28 and the customer service office, located at 2809 S. Lynnhaven Road, Suite 250, will be closed to walk-in customers on April 28 and April 29. The department will reopen to the public in Building 3 on the Municipal Campus April 30.  

The Planning Department’s offices at Sabre Street will close for the move at 5 p.m., Thursday, May 1 and will re-open at Building 3, starting at 8 a.m. on Wednesday, May 7. 

Phone numbers and email addresses for both departments will remain the same.   

The City Treasurer’s Office co-located next to the Planning counter at Sabre Street will permanently close effective 5 p.m., Thursday, May 1. Visit Treasurer.VirginiaBeach.gov/Locations to view other available locations.

In-person Services 

Upon re-opening in Building 3, the following in-person services will be available to Public Utilities customers: 

  • Water service turn-ons, turn-offs, and transfers.  
  • Check or money order payments for the City Services bill (cash and credit card payments accepted at all City Treasurer’s Office locations). 
  • Utility connection fee processing for new and renovated properties connecting to city water/sewer by appointment. 
  • Public Utilities kiosks access for: 
    • City water and sanitary sewer maps. 
    • Maps for Public Utilities Right-of-Way permits.   
    • Construction plans, as-builts/record drawings plans, and other documents.  

The following in-person services will be available to Planning customers Monday through Friday: 

  • Trade applications.                                        
  • Zoning applications
    • Portable on demand storage (POD) applications. 
    • Fence applications. 
  • Drop offs for Planning Administration, Development Services, Zoning, and Permits and Inspections. 

The department will now also be accepting e-check payments online in addition to checks or credit card payments at the Planning counter. 

Planning kiosks will be available in the lobby for customers to access: 

  • City Map
  • Accela (program to view applications, permits and plans)  

“This move will allow both departments to better serve our customers in a more productive environment,” said Planning Director Kathy Warren. “We appreciate everyone’s patience during this transition and look forward to welcoming customers to our new offices soon.” 

Customer parking is available in the parking lot across the street from Building 3 and on-street parking along Courthouse Drive and North Landing Road.
