VBPD Arrests Multiple Suspects in Joint Undercover Child Predator Operation
​VIRGINIA BEACH, VA, Thursday, July 27, 2023 – Last week, in collaboration with the Federal Bureau of Investigation (FBI) and the Naval Criminal Investigative Service (NCIS), the Virginia Beach Police Department (VBPD) Special Investigations Bureau conducted an undercover operation aimed at catching child predators.
In the operation, suspects began conversations with investigators who were using an online juvenile persona. Five adult males responded to a designated location to have sex with that persona for money. When they arrived at the location, the below suspects were taken into custody:
- Hyman Stubbs II (M/36) of Virginia Beach was charged with Attempt Carnal Knowledge of a Minor, Use of Communications Systems to Facilitate Certain Offenses Involving Children, and Resisting Arrest.
- Geraldpao Balandra (M/23) of Palisade Park, New Jersey was charged with Attempt Carnal Knowledge of a Minor and Use of Communications Systems to Facilitate Certain Offenses Involving Children.
- Justin Macezinskas (M/40) of Virginia Beach was charged with Attempt Carnal Knowledge of a Minor and Use of Communications Systems to Facilitate Certain Offenses Involving Children.
- Reggie Keaton (M/45) of Chesapeake was charged with Attempt Carnal Knowledge of a Minor and Use of Communications Systems to Facilitate Certain Offenses Involving Children.
- Elmer Aquilar (M/32) of Virginia Beach was charged with Attempt Carnal Knowledge of a Minor and Use of Communications Systems to Facilitate Certain Offenses Involving Children.
"Ultimately, prioritizing the removal of sexual predators from our streets is not only a matter of public safety but also a reflection of our collective commitment to creating a society that values the safety, dignity, and well-being of all its members." Said Lieutenant Brent Calhoun in announcing the successful completion of the operation."
