VBPD, NPD, and Use of License Plate Reader Technology Bring Swift Arrest in Homicide

On Dec. 30, 2024, at 12:03 p.m., Virginia Beach Emergency Communications and Citizens Services (ECCS) received multiple calls for a shooting at a business in the 5400 block of Virginia Beach Blvd. Responding officers subsequently located Lequan Cherry (M/26) of Norfolk, VA, deceased at the location.

Detectives were able to identify and broadcast a detailed description of the suspect and suspect vehicle. With this information, the Virginia Beach Police Department’s (VBPD) Real Time Crime Center (RTCC) could search the license plate reader database for the involved vehicle and identify locations where it had been previously observed.

As a result of the broadcast, a Norfolk Police Department (NPD) officer located the vehicle in one of these recurring locations and attempted a traffic stop. The vehicle fled, resulting in a brief pursuit into Virginia Beach, where it eventually stopped. Jeremiah Quinones (M/22) of Norfolk, Virginia, was taken into custody less than an hour after the initial call came in.

“I want to commend the outstanding teamwork and collaboration demonstrated by VBPD and NPD, which led to this arrest within one hour of the murder,” said VBPD Police Chief Paul Neudigate. “This arrest underscores the vital role technology plays in modern policing. Thanks to license plate reader technology, our RTCC was able to rapidly gather critical information to assist officers on the street with making a quick apprehension.”

Quinones was arrested and charged with First Degree Murder, Malicious Wounding, and two counts of Use of a Firearm in the Commission of a Felony.

Said Neudigate, “This case is a powerful example of how innovation, combined with dedicated law enforcement professionals, can deliver justice swiftly and enhance public safety. The VBPD remains committed to leveraging every available tool to protect our community and hold those who commit violent crimes accountable.”
