Officer Involved Shooting Lynnhaven Parkway

On March 04, 2023, officers from the Virginia Beach Police Department (VBPD) were dispatched to a nightclub in the complex located at Great Neck Rd. and Virginia Beach Blvd. The call was for an armed individual who had threatened staff. Witnesses relayed that the subject had left in a vehicle. Officers noted the description of the vehicle matched the description of a vehicle that had fled from police the night before during an attempted traffic stop.

An officer located the vehicle, stationary in a parking lot, at Lynnhaven Parkway and S. Lynnhaven Road and approached. While trying to detain the occupants, the driver attempted to flee in the vehicle, beginning to drag the officer in the process. The officer subsequently discharged his firearm, striking the driver in the arm. The driver was ultimately taken into custody, treated for his injury, and released from the hospital. The involved VBPD officer sustained a minor injury to his leg.

Nicholas E. Colin, M/25, of Norfolk, Virginia, was charged with Assault on a Law Enforcement Officer and Felon in Possession of a firearm; additional charges are pending. There are no additional suspects being sought.

The VBPD Homicide Unit is conducting a criminal investigation into this incident. Upon completion, all evidence will be turned over to the Virginia Beach Office of the Commonwealth Attorney (OCA) who will determine if there are any violations of law. In addition to the VBPD investigation, the OCA conducts their own parallel, independent investigation. Upon conclusion of the criminal investigations, the VBPD Internal Affairs Bureau will conduct an administrative review to determine whether the actions in this incident complied with department policy, procedure, and training.
