Share Your Thoughts on Designs for the 5/31 Memorial

Following a national call for proposals and committee evaluation, the Virginia Beach 5/31 Memorial Committee has narrowed down to two final proposals for community consideration.

The finalists are concepts from Dills Architects with SWA and from RHI with Larry Kirkland Studio.

Survey Information

The public is encouraged to share their feedback on the two designs at the City’s public input portal, SpeakUpVB.com. There are approximately a dozen questions related to each proposed concept and, after reviewing the two proposals, the survey should take about 15 minutes to complete.

For convenience, video presentations and the PDF files of each design concept as well as the committee’s project goals and design criteria are also available on the survey page for review.

The survey will be open for responses through midnight on March 23. Once the survey closes, results will be shared both at SpeakUpVB.com and on LoveForVB.com.

Next Steps

The 5/31 Memorial Committee will meet on March 29 to review the feedback and conduct their final evaluation of the two proposals using the evaluation criteria set forth in the Request for Qualifications. The Committee will then make a recommendation to City Council in April regarding the next steps.

About the 5/31 Committee

In 2021, the Virginia Beach City Council formally approved the formation of the 5/31 Memorial Committee, which is comprised of 13 members representing a cross-section of the community including family members of those who were lost, City staff and Virginia Beach residents.

The Committee has spent the time since determining and evaluating potential memorial sites, finding consensus on a preferred location, and considering and agreeing on the design elements and desired components for the memorial.
