Jason Stroud Sworn-In as Chief of Emergency Medical Services
Stroud committed to furthering the mission of the Department of EMS as third chief in department’s history
Jason Stroud was sworn in as the chief of Virginia Beach Emergency Medical Services (EMS) on Thursday night as only the third person to hold the position in the department's history.
"I am extremely humbled and proud to be sworn in as the chief of EMS for this great city. It's good to be home," Stroud said Thursday. "Never in my life did I expect to be here in this role, but sometimes life takes twists and turns and can come full circle. I have been so fortunate to have the career experiences that I have."
Stroud, who officially started as chief of EMS on Aug. 3, 2023, returned to Virginia Beach after serving as the assistant city administrator for the City of River Falls, Wisconsin since 2018. Stroud is familiar with EMS and Virginia Beach's volunteer system, having served as a volunteer with the Virginia Beach Volunteer Rescue Squad from 1998-2006. Stroud later joined EMS' career staff and served as division chief from 2013-2016 and deputy chief from 2016-2018.
"Throughout those many years, Jason has aligned his efforts with the City's values — integrity, teamwork and a deep commitment," said City Manager Patrick Duhaney. "He has continually demonstrated these values as he worked his way through the ranks, from volunteer to where we are today."
Before taking the oath in front of various City officials, EMS staff and volunteers, and members of the community, Stroud committed to furthering the mission of EMS, which is to provide the highest quality of patient care possible to those in need.
"I commit to putting people first, including the members, the patients and the community, and leading others to do the same," Stroud said.
EMS is an award-winning third-service agency that answers more than 53,000 calls for service annually. EMS utilizes a combined career-volunteer workforce and was named a 2023 American Heart Association Mission: Lifeline Gold EMS Agency.
