Housing & Neighborhood Preservation will hold a public hearing to solicit comments on the city’s proposed 2023-2024 draft contingent Annual Action Plan (AAP).

Each year, the U.S. Department of Housing and Urban Development (HUD) requires that the City of Virginia Beach submit an Annual Action Plan (AAP). The plan outlines how the city will use and allocate funding under the following federal entitlement grants:

• Community Development Block Grant (CDBG) Program
• HOME Investment Partnerships Program (HOME)
• Emergency Solutions Grant (ESG) Program
• Housing Opportunities for People with AIDS (HOPWA) Program: The HOPWA program provides funds for the Virginia Beach-Norfolk-Newport News, VA-NC Metro Area
