Don’t Suffer in the Cold!

Grants for replacing heating system equipment are available for eligible households.

Virginia Beach Housing & Neighborhood Preservation can help eligible homeowners replace defective HVAC equipment through the Owner-Occupied Rehabilitation Program. The program offers grants to help make necessary repairs and improvements more affordable for low- to moderate-income households who own and live in their home in Virginia Beach.

Eligible applicants may receive up to $25,000 in assistance for emergency home repairs in order to remove health and safety hazards, exterior home rehabilitation and correcting certain code violations.

Other eligible activities include:

  • Winterization
  • Replacing roof/ceiling assembly (case-by-case basis)
  • Accessibility and usability modifications (e.g. stair lifts, accessible bathtubs or widening of doorways)
  • Correcting electrical, gas and plumbing hazards
  • And more!

Grants are also available for eligible manufactured/mobile home rehabilitation.

The program is not intended for making routine maintenance repairs to systems or equipment.
