VBPD Investigates Fatal Collision at Lynn Shores Drive and Virginia Beach Boulevard
On January 20, 2024, at 6:14 PM, officers from the Virginia Beach Police Department (VBPD) responded to a crash involving a vehicle and a bicyclist at the intersection of Lynn Shores Drive and Virginia Beach Boulevard.
The bicyclist, identified as Richard Whelan (M/62) of Virginia Beach, was transported to a local hospital where he succumbed to his injuries.
The preliminary investigation by the VBPD Traffic Safety Unit determined a driver was operating a Jeep Wrangler westbound on Virginia Beach Blvd, crossing through the intersection at Lynn Shores Dr. Mr. Whelan was riding a bicycle northbound on Lynn Shores Dr and entered the intersection crossing against a red light on the left (wrong) side of the road. While crossing through the westbound traffic, Whelan was struck by the Jeep.
