VBPD Arrests Four in Human Trafficking Investigation

On January 30 and January 31, 2026, the Virginia Beach Police Department (VBPD) Special Investigations Bureau (SIB) conducted a two-day operation targeting individuals involved in human trafficking while also providing aid and services to potential victims. The operation was assisted by members of the Naval Criminal Investigative Service (NCIS), Virginia State Police (VSP), and the Hampton Roads Human Trafficking Task Force (HRHTTF).

Throughout the two-day operation, SIB detectives worked to identify victims of human trafficking, reduce the demand for prostitution, and identify those involved in the trafficking of others. During the operation, several victims were identified, located, and offered support services. Additionally, several individuals were encountered and charged.

Further investigative leads that were developed during this operation are actively being followed up on by members of SIB.

The operations led to four arrests: 

• Steven C. Gray (M/43) of Virginia Beach 

Charges: Possession with intent to distribute, possession of a firearm by a convicted felon, pandering, aiding prostitution, using a vehicle to promote prostitution, possession of a firearm while distributing controlled substances (4 felonies, 2 misdemeanors)

• Marvin L. Boomer (M/67) of Portsmouth

Charges: Use of communication devices to commit crimes against children, recruiting a minor for prostitution, and soliciting prostitution from a minor.  (3 Felonies)

• Autumn D. Reffett (F/27) of North Carolina

Charges: Prostitution

• Jessica F. Martino (F/32) of Williamsburg

Charges: Prostitution

Seizures:

• 4 cellphones

• $572 in currency

• 21.28 grams of cocaine

• 21.84 grams of crack

• Beretta 40-caliber handgun

• Items involved in the manufacturing of crack cocaine

• Ammunition and gun cleaning supplies

• Narcotics paraphernalia

• 1 vehicle

Virginia Beach Police Department SIB works as a part of the Hampton Roads Human Trafficking Task Force and the regional Internet Crimes Against Children (ICAC) Task Force. The HRHTTF provides services to human trafficking victims, investigates and prosecutes crimes related to sex and labor trafficking, and conducts public outreach activities to promote human trafficking awareness throughout the community.

The task force is supported by a federal grant from the U.S. Department of Justice’s Office for Victims of Crime (OVC) to centralize, coordinate, and enhance efforts to combat human trafficking, support victims, and prosecute offenders in Hampton Roads.
