VBPD Makes Arrest in Human Trafficking Operation
On July 3, 2026, the Virginia Beach Police Department’s Special Investigations Bureau (SIB) conducted a two-day Human Trafficking and Vice operation. This operation was aimed at identifying victims of human trafficking, reducing the demand for commercial sex, and targeting individuals seeking to exploit or recruit minors for prostitution.
Detectives utilized a variety of investigative techniques to proactively identify individuals involved in criminal activity related to prostitution, human trafficking, and offenses against children. The operation was conducted in the City of Virginia Beach and involved personnel from all SIB squads.
As a result of the operation, five individuals were identified and charged with offenses ranging from solicitation of prostitution to sex trafficking and crimes involving minors. Two vehicles and US currency were seized during the operation. Other individuals were connected to victim services through Samaritan House as deemed appropriate.
Charges obtained during the operation include:
Shane Carter: (M/28) of Norfolk, VA- charged with solicitation of prostitution
Robert Harris: (M/64) of Virginia Beach, VA- charged with solicitation of prostitution; assault and battery
Larry Pittman: (M/53) of Portsmouth, VA- charged with Sex trafficking; use of electronic devices to facilitate certain offenses involving minors
Kenric Frazier: (M/46) of Portsmouth, VA- charged with Sex trafficking, use of electronic devices to facilitate certain offenses involving minors, solicitation of child pornography
Cameron Lewis: (M/24) of Norfolk, VA- charged with solicitation of prostitution
In addition to the arrests, investigators developed leads regarding individuals suspected of trafficking and exploiting others for commercial sex. Those investigations remain active and ongoing. Additional charges and arrests may be forthcoming pending further investigation and consultation with the Commonwealth's Attorney's Office.
The Virginia Beach Police Department remains committed to combating human trafficking, protecting vulnerable individuals, and holding offenders accountable. Operations such as these are part of the department's ongoing efforts to proactively identify victims and prevent the exploitation of children within our community.
Virginia Beach Police Department SIB works as a part of the Hampton Roads Human Trafficking Task Force and the regional Internet Crimes Against Children (ICAC) Task Force. The HRHTTF provides services to human trafficking victims, prosecutes crimes related to sex and labor trafficking, and conducts public outreach activities to promote human trafficking awareness throughout the community. The task force is supported by a federal grant from the U.S. Department of Justice’s Office for Victims of Crime (OVC) to centralize, coordinate, and enhance efforts to combat human trafficking, support victims, and prosecute offenders in Hampton Roads.
