VBPD Investigating Homicide / Officer Involved Shooting on White Beam Court
On Saturday, July 20, 2024, at 7:02 P.M. officers from the Virginia Beach Police Department (VBPD) were dispatched to a call for a stabbing in the 4100 block of White Beam Court. Upon arrival, officers were confronted by Marques Hasbrouck, (M/22) of Virginia Beach, who was armed with a 20” crowbar and a 27” metal rod.
Hasbrouck ignored commands to drop the weapons. A Taser was deployed but was ineffective. Hasbrouck charged at the officers who were forced to resort to lethal force. More than one officer discharged their firearms striking Mr. Hasbrouck. Hasbrouck succumbed to his wounds at the scene and was pronounced deceased by EMS personnel.
Three victims, not including Hasbrouck, were located inside the residence. One was deceased: Victoria Lane Hasbrouck (F/58) of Virginia Beach. Two additional victims were located inside; both were transported to a local hospital where they are in critical condition with life-threatening injuries. There is no current information that there are additional suspects in this offense. There is not believed to be any ongoing threat to the community related to this incident.
All VBPD officers who discharged their firearms are uninjured and have been placed on routine Administrative Leave which is standard in these types of critical incidents.
“Our hearts are with everyone affected by this tragedy," said Police Chief Paul Neudigate. "Responding to domestic incidents is one of the most dangerous aspects of our job, with every encounter carrying with it the possibility of danger. These situations are often volatile and unpredictable, as was the case last night. We support our officers, the affected family, and our community as we navigate this difficult time together."
The VBPD Homicide Unit is conducting a criminal investigation into this incident. Upon completion, all evidence will be turned over to the Virginia Beach Office of the Commonwealth Attorney (OCA) who will review for compliance with existing law. In addition to the VBPD investigation, the OCA conducts their own parallel, independent criminal investigation. Upon conclusion of the criminal investigations, the VBPD Internal Affairs Unit will conduct an administrative review to determine compliance with department policy, procedure, and training.
