VBPD Arrests Three in Human Trafficking Operation

Between Nov. 21, 2025, and Nov. 22, 2025, the Virginia Beach Police Department (VBPD) Special Investigations Bureau (SIB) conducted a joint operation with the Naval Criminal Investigation Service (NCIS), targeting human trafficking and child victims.

Throughout the two-day operation, SIB detectives worked to identify victims of human trafficking, reducing the demand for prostitution, and identify online child predators. During the operation, seven individuals were encountered; some were criminally charged, while others were connected with support services.

 Those charged criminally include:

·         Alex Gonzalez-Cinto (M/28) of Virginia Beach was charged with solicitation of prostitution.

·         Timothy Jameson (M/25) of Virginia Beach was charged with solicitation of prostitution.

·         Patrick Brigman (M/39) of Norfolk was charged with solicitation of prostitution.

SIB works as part of the Hampton Roads Human Trafficking Task Force (HRHTTF) and the regional Internet Crimes Against Children (ICAC) Task Force. The HRHTTF provides services to human trafficking victims, investigates and prosecutes crimes related to sex and labor trafficking, and conducts public outreach activities to promote human trafficking awareness throughout the community.

The task force is supported by a federal grant from the U.S. Department of Justice’s Office for Victims of Crime (OVC) to centralize, coordinate, and enhance efforts to combat human trafficking, support victims, and prosecute offenders in Hampton Roads. The ICAC Task Force agencies are engaged in both proactive and reactive investigations, forensic examinations, and criminal prosecutions. They work toward developing effective, sustainable responses to online child victimization, including responses to child sexual abuse images. The ICAC Program has increased law enforcement's capacity to combat technology-facilitated crimes against children at every level.
