Armed Carjacking Resulting in Pursuit and Officer Involved Shooting
On Sunday, Dec 7, 2025, at approximately 11:23 p.m., the Emergency Communications and Citizens Services (ECCS) received a report of a vehicle stolen that was stolen at gunpoint by two suspects in the 1500 block of Twin Oaks Drive. Virginia Beach Police Department (VBPD) officers arrived on scene and were able to obtain and broadcast both vehicle and suspect descriptions.
A VBPD officer was able to observe the stolen vehicle travelling on Interstate 264. A traffic stop was initiated but the vehicle fled with VBPD in pursuit. The suspect's vehicle then entered eastbound I-64, losing control and crashing on the exit ramp to Exit 291B. Both suspects fled from the crashed vehicle with the VBPD officer in foot pursuit.
During the foot chase, a VBPD officer fired their service weapon at one of the robbery suspects; the suspect was not struck by the gunfire. The suspect was located shortly thereafter by a VBPD K9 unit and taken into custody. The second suspect was later located and taken into custody without incident. Two firearms were recovered at the scene.
The two suspects apprehended are:
Ronnie Jamijah Futrell (M/21) of Aulander, North Carolina, charged with 2 counts of armed robbery, 2 counts of carjacking, four counts of use of a firearm in the commission of a felony, one count of conspiracy to commit robbery, and one count of possession of a firearm by a violent felon.
Dawan Jaquez Harris (M/32) of Aulander, North Carolina, charged with 2 counts of armed robbery, 2 counts of carjacking, four counts of use of a firearm in the commission of a felony, one count of conspiracy to commit robbery, and one count of possession of a firearm by a violent felon.
“This successful apprehension is attributed to the excellent police work of the VBPD and the multi-agency support,” said Chief Paul W. Neudigate. “Swift action ensured these dangerous individuals will no longer threaten our community. Let me be clear, if you come here from another jurisdiction to commit violent crimes, we will find you, chase you, and hold you accountable."
As the Officer Involved Shooting occurred in Chesapeake, the Virginia State Police (VSP), Bureau of Criminal Investigation is conducting the criminal investigation into the firearms discharge. Upon completion, the VSP will submit all evidence obtained to the Chesapeake Commonwealth Attorney’s Office who will review the facts and circumstances for compliance with law. Upon conclusion of the criminal investigation, the VBPD Internal Affairs Unit will conduct an administrative review to determine compliance with department policy, procedure, and training.
