Virginia Beach Honors Youth Volunteers

Individual and group winners recognized for outstanding leadership and volunteer service to the City.

EMS Junior Squad and Mayor Dyer

During National Volunteer Week, April 19-25, the Virginia Beach Office of Volunteer Resources honored all volunteers, as well as recognized youth volunteers who embody the characteristics of Debra L. Elam, a young Virginia Beach volunteer who worked with children with disabilities and mental health programs.  

The Debra L. Elam Award for Outstanding Youth Volunteer honors individuals and groups who contribute significantly to the community through their volunteer efforts. Congratulations to the 2026 individual and group winners.  

EMS Junior Squad 

The Virginia Beach EMS Junior Rescue Squad Program provides teens ages 13-18 with an introduction to the exciting world of emergency medicine and pre-hospital care. Offered by Virginia Beach Emergency Medical Services, teens experience the life of an Emergency Medical Technician (EMT) firsthand, learning important life-saving skills, while building self-confidence and character.

Members of the Junior Rescue Squad receive a blend of classroom instruction along with hands-on training to include basic first aid, patient assessment, CPR and a host of other skills. The program emphasizes responsibility, professionalism and teamwork.

Through guidance from advisors and seasoned providers, students build confidence and strengthen leadership skills. The knowledge and hands-on experience gained throughout the program prepares them for a future role in healthcare or public safety, including serving as EMTs.

“As the VRM (Volunteer Resource Manager) for the Junior Rescue Squad, I have the opportunity to work with the advisors to make sure the program has the support that it needs within Virginia Beach EMS. We are continuing to build, learn and grow this program,” said Derek Fuller, EMS captain of community engagement and education. “It has been great seeing young people get out of their comfort zone and learn new skills all while exploring an interest that they may have in public safety or medicine.”

Liam Jones 

High school sophomore, Liam Jones, has volunteered with the Virginia Beach Fire Department's Fire Cadet program since 2025, serving more than 184 hours. He has served as a youth fire cadet and has also helped with Fire Life/Safety Education. 

His dedication to the Fire Cadet program, his professionalism, and the example of leadership that he sets for his peers truly embody the spirit of this award. He was nominated by Volunteer Resource Manager Victoria Bryant, a firefighter with VBFD who also oversees the Cadet Program.  

“Liam has shown exceptional commitment to his co cadets, the cadet program and our community by having high participation and a great attitude always,” said Bryant. “He always has a smile on his face and with his positive attitude, inspires all around him!” 

The Fire Cadet program exposes participants to many career experiences, leadership opportunities, and community service activities. It also provides firefighting training, ride-alongs, career achievement, proficiency awards and training scenarios. The primary goals of the program are to help young adults choose a career path within fire and emergency services and to challenge them to become responsible citizens of their communities and country.
