DMV Select: City Hall Offers Quick, Convenient Vehicle Services

For quick vehicle-related transactions, the Virginia Beach DMV Select located in City Hall offers a streamlined alternative to visiting a full Department of Motor Vehicles office. This location provides secure, same-day processing for many transactions.  

DMV Select locations are operated by local governments or private partners who work directly with the Virginia DMV to provide select transactions in a secure environment with no appointment needed. DMV Selects cannot process driver’s licenses, learners permits or identification cards.

Available Services

Virginia Beach’s City Hall, 2401 Courthouse Drive (Building 1), offers the following services, 8 a.m. to 4:30 p.m., Monday through Friday, on a walk-in basis: 

• Vehicle Titles and Registrations: Original (with or without liens), replacements, title updates, original registrations, renewals (including fleets), transfers, reissues and plate surrenders. 
• License Plates: Specialized and personalized plate orders, including the issuance of motorcycle, permanent trailer, truck, taxicab and local government use plates. 
• Permits and Placards: Trip permits, overload permits and original handicapped parking placards.
• Transcript Requests: Driver and vehicle transcripts often required for employment. 
• Return Check Patments: Full payment of return check fees. 
• Voter Registration Applications 
• E-ZPass: Purchase E-ZPass transponders  for toll payments.
• Hunting and Fishing Licenses: Purchase licenses, obtain temporary boat registrations and submit applications for permanent boat titles/registrations. 
  • Note: Temporary boat registrations and permanent boat title applications require payment by check or money order.

DMV Select partners have secure, direct access to DMV systems, allowing them to update customer records immediately and issue decals on the spot. The Virginia Beach DMV Select is operated by the City’s Commissioner of the Revenue.
