Sister’s Love, Dedication Ensures Brothers Live their Best Lives
Family members are vital advocates for people with disabilities, ensuring they have access to the support, opportunities and respect they deserve.

Shanta Latham grew up in Brooklyn, New York, with seven siblings, including brothers Donavan and Harold, who have developmental disabilities. When Shanta was 20 years old, their mother passed away suddenly. Already a mother to two young children, Shanta applied for custody of her brothers. She was committed to keeping them together and providing the love and care they deserved.
Shanta consistently juggled multiple jobs to support her family and ensure her brothers had everything they needed. During their high school years in Virginia Beach, she secured private-pay respite care through the Department of Human Services (DHS) SkillQuest program. This allowed her to continue working while providing after-school support. Yet, she recognized the need for greater support to safeguard their health and well-being.
Advocacy in Action
Through relentless advocacy, Shanta pursued Medicaid Waivers for Donovan and Harold, unlocking life-changing support services. She embraced sponsored residential services, providing a structured home for them. In this nurturing setting, Shanta’s brothers received exceptional care in a family atmosphere that felt comforting and familiar.
With Shanta’s support, Donavan and Harold enjoy enriching lives filled with adventures – going on cruises, visiting the Bahamas, attending concerts and exploring amusement parks. Their experiences have helped them discover their identities and express their thoughts and feelings. Donavan developed a passion for tattoos and adds to his collection each year on his birthday.
Harold and Donovan work at Shanta’s Virginia Beach business, which provides an inclusive environment, where everyone is welcome. Shanta collaborates with day support services and group homes, inviting people with developmental disabilities to volunteer, learn new skills and be part of a judgment-free environment.
Shanta wholeheartedly believes that having disabilities should never mean missing out on joy, adventure, love or independence. In her eyes, caregiving transcends basic support. It is about crafting a life rich with love, adventure and opportunities for self-expression.
