Housing Matters: New Affordable Housing for Individuals Exiting Homelessness Opens in Virginia Beach

The Judeo-Christian Outreach Center’s Macon & Joan Brock House combines efficiency apartments and supportive services to promote long-term stability.

The City joined the Judeo-Christian Outreach Center (JCOC) and community partners on June 17 to celebrate the ribbon cutting of the nonprofit’s Macon & Joan Brock House, a major step forward toward ending homelessness in Virginia Beach.  

The new development adds 38 units of affordable housing in the city for individuals exiting homelessness. Each efficiency apartment was thoughtfully designed with essential amenities for independent living. Tenants will also receive onsite case management and supportive services to promote long-term stability. 

The City contributed a total of $1 million in American Rescue Plan Act funds and federal HOME Investment Partnerships Program funds toward the new construction of these permanent supportive housing units. Housing & Neighborhood Preservation will also administer vouchers for all the units, which will provide federal rental assistance so that tenants will pay no more than 30% of their income on rent.   

JCOC Brock House Unit

The affordable housing development is part of JCOC’s new Betty B Chidester Campus near the Oceanfront. The complex includes administrative offices for the organization’s staff and the Todd A.J. Walker Community Room (dining hall) and safe space for housed and unhoused families, veterans and individuals experiencing food insecurities.
