Early Voting Beginning Sept. 19 Includes Local Election System Referendum
City provides resources to help Virginia Beach voters prepare for ballot question
While election day is Nov. 4, voters may begin casting their ballots in early voting beginning on Sept. 19. In addition to selecting candidates, Virginia Beach residents will vote on the referendum question that asks how City councilmembers should be elected. The City of Virginia Beach provides neutral information, allowed by law, so that voters have the facts they need to make an informed choice.
Factual Referendum Resources
Information and resources available on the Referendum webpage include the text of the referendum question, a 500-word neutral explanation of the question that is allowed under law, flyers to download (including those in Spanish and Tagalog) and a toolkit for groups and individuals to host their own discussion on the referendum.
New videos now available on the Referendum webpage feature City staff answering some of the frequently asked questions (FAQ) on the referendum.
City Communications Office members are also staffing pop-up educational tables with referendum flyers at the Virginia Beach Public Library branches and recreation centers, as well as at special events at the Virginia Beach Farmers Market and other community events. Find the weekly schedule of where they will be.
After reading the webpage information and FAQs, visitors are asked to complete a one-question survey about the information.
Be Prepared to Vote
To vote in this upcoming election, eligible individuals must be registered or update an existing registration by Oct. 24.
Same-day registrations are allowed under Virginia law and will vote under a provisional ballot.
Registration is available:
- Online, with the Virginia Department of Elections. Online applications must be received no later than 11:59 p.m. on Oct. 24
- In person at the Voter Registrar’s Office at 2449 Princess Anne Road by 5 p.m. on Oct. 24
- At any Virginia DMV location by the close of business on Oct. 24
- At any Virginia Beach Public Library location by the close of business on Oct. 24
Qualified voters who are not able to, or choose not to, go to the polls on election day may vote in person or by mail beginning Sept. 19. The last day of early voting is Nov. 1.
In-person voting is available at the Voter Registration & Elections in the Virginia Beach Municipal Center, Bldg. 14, 2449 Princess Anne Road. Find the times and dates for other locations.
To vote by mail, an application form must be submitted in advance. Vote By Mail Application Forms may be mailed, emailed or submitted online. The last day to apply for an absentee ballot is Oct. 24. Find the form, FAQ and more.
