Community of One: Council Adopts Updated Strategic Plan to Make Homelessness Rare, Brief and Nonrecurring
The plan builds upon the momentum of our community’s progress and reaffirms our commitment to work together.
On May 7, City Council approved a resolution to adopt Community of One: All In, the City’s strategic plan to make homelessness rare, brief and nonrecurring for FY 25-30. Virginia Beach Housing & Neighborhood Preservation collaborated with the homelessness coalition, BEACH Community Partnership, to provide updated recommendations to address homelessness since the previous plan was adopted in 2017, an initiative in the City’s FY 24-25 Focused Action Plan.
Community of One: All In builds upon the momentum of our progress and successes since the previous strategic plan and outlines multiple strategies and initiatives to achieve three broad goals:
- Goal 1: Create safe and healthy neighborhoods for all Virginia Beach residents by reducing the impact of unsheltered homelessness.
- Goal 2: Increase system capacity in Virginia Beach to adequately address the primary causes of homelessness.
- Goal 3: Preserve and increase prevention and permanent housing programs to meet the demands of households who are experiencing homelessness or at risk of homelessness in Virginia Beach.
The strategic plan also provides an overview of the homeless service system in Virginia Beach, data and trends that shape our current understanding of this issue and how we will measure our progress and success in achieving these goals.
Best practices and feedback from faith-based and nonprofit service providers, individuals who are experiencing homelessness and concerned community members who completed the survey on SpeakUpVB.com were considered during the development of the updated plan.
