New Resident Parking Benefits Make Resort Area Visits Easier

Virginia Beach residents can apply for $50 parking voucher.

Registration is now open for the City’s new Resident Parking Voucher Plan, created to make visiting the Resort Area more affordable for locals. Beginning today, verified residents can apply for a free $50 digital parking voucher that can be used at participating locations at the Oceanfront.  

Vouchers may be renewed each year with proof of residency and will be accessed digitally through the app, HONK, a contactless, mobile parking platform. After residents use their free $50, they may purchase an additional $50 voucher for $25. 

Where You Can Use the Voucher 

Residents may redeem their $50 voucher at several municipal parking locations, including: 

  • Municipal surface lots: 2nd Street, 4th Street, 18th Street, 21st Street and Rudee Loop  
  • Municipal garages: 9th Street, 20th Street, 25th Street and Baltic Avenue 
  • On-street metered spaces:  
    • Paid parking between Rudee Loop and 38th Street on Atlantic Avenue 
    • Bordering side streets within the same boundary 
    • Metered spaces around Atlantic Park  

How to Apply 

Residents can now submit applications through the City’s online form. Applicants must provide: 

  • A valid driver’s license 
  • One document showing name and address within city limits (such as utility bill, bank statement or government mail)   
  • An email address and phone number 

City staff will review submissions, and decision emails will begin going out around April 10 with instructions on claiming the voucher. Once approved, the voucher is automatically applied through the HONK app. 

Why This New Approach Was Needed  

The goal of the new plan is to encourage more residents to enjoy the Resort Area while keeping the parking system financially sustainable. Parking at the Oceanfront operates as an enterprise fund, meaning it must generate enough revenue to maintain garages, lots and equipment without support from real estate or personal property taxes. The plan aims to: 

  • Provide meaningful discounts for residents
  • Encourage more resident visits to the Oceanfront 
  • Improve turnover in high-demand parking areas 
  • Modernize and simplify the parking experience
  • Use data and analytics to better guide future improvements

Together, these changes are designed to create a smoother, more resident‑friendly parking experience while supporting the long‑term health of the city’s parking system. As the plan rolls out, the City will use real data to guide future improvements.
