A Year of Progress: FY26 Performance Report Highlights Progress on City Goals

As the FY26-27 Focused Action Plan was being developed, City Council invited residents to weigh in on the priorities it had identified, receiving survey rankings and comments captured on SpeakUpVB.com from 1,261 residents. The engagement provided an opportunity for residents to share what matters most to them as Council finalized its priorities for the next 24 months. 

Throughout fiscal year 2026, the City worked to turn the priorities established in the Focused Action Plan into action. Now, the FY26 Year-End Performance Report provides residents with a transparent look at the progress made toward those goals.

The report reflects the City's semi-annual performance reporting and documents updates submitted by City staff. Together, these results provide a measurable view of our progress — where we've met our goals, where we've made progress and where work continues. 

From Priorities to Results 

Performance reporting is about more than tracking numbers. It's about demonstrating how the priorities established by City Council translate into the work happening every day across City government. 

City departments remained focused on delivering results all through FY 2026 — improving services, advancing key initiatives and responding to the needs of our residents. The year-end results give us an opportunity to look back at that work and measure how far we've come.

They also reinforce an important commitment: when we set goals, we track them. When we make progress, we report it. And when opportunities remain, we continue the work. 

FY26 Progress at a Glance 

Here are a few ways the City turned priorities into progress: 

• Strengthened public safety by implementing a new 24/72 staffing model for Emergency Medical Services and adding 30 new firefighter positions to strengthen emergency response capacity. 
• Supported 643 new jobs and helped retain more than 1,200 jobs through the City’s economic development efforts. 
• Invested approximately $197 million in Flood Protection Program master projects since the program’s inception and secured $73 million in grants and loans to support continued improvements. 
• Awarded $198,000 in grants to support local arts and culture through the Creative Neighborhood and Individual Artists Grant programs.  

The FY26 Year-End Performance Report helps connect the priorities established through the Focused Action Plan with the results being delivered across the organization. By documenting and sharing our progress, residents can see how the City is performing against its established goals and how that work supports the community we serve.

The same performance information helps City leadership and City Council evaluate progress, identify opportunities and keep our work focused on achieving meaningful results. 

Keeping Our Focus on What Matters 

Year-end reporting gives us an important opportunity to recognize progress, but our commitment doesn’t end with a report. Every performance measure represents something bigger — a city service delivered, an improvement made, a priority advanced or a need within our community being addressed.

As we move forward, we’ll continue listening to residents, measuring our performance and using what we learn to strengthen our work. It’s part of our continued dedication to the City and the people who call it home — staying focused on our established priorities and keeping residents informed about the progress we're making.
