City Council Approves its Priorities for the Next Two Fiscal Years

Feedback from residents helped inform the Focused Action Plan for FY 26-27.

Virginia Beach City Council has approved 45 priorities that the City will focus on for fiscal years 2026 and 2027. Priorities cover a wide range of areas, from providing high-quality services, supporting a strong economy and attainable housing options to preparing for the future. They are described in the Focused Action Plan within the categories of people, places and partnerships.  

The priorities were initially identified during the City Council retreat Aug. 26-27, where council members shared up to five priorities, which were then consolidated into themes. The retreat recording is available for Day 1 and Day 2.   

Resident input was then requested to help shape the plan, which outlines where the city manager and staff will focus their efforts. Residents were encouraged to share their input on how much focus each theme should receive and share what success looks like for high-priority areas through a survey at SpeakUpVB.com and at the Virginia Beach Public Library, Sept. 2-15.Ā Ā 

City Council received the rankings and comments from 1,261 residents who completed the survey, before the Focused Action Plan was finalized on Nov. 25. Results of the survey are now on SpeakUpVB.com.Ā 

Progress on the priorities for FY 26-27 will be reported through Mid-Year Performance Reports and Year-End Performance Reports. These reports will be available on the Office of Performance and Accountability webpage, as are ones from the previous FY 24-25 Focused Action Plan.Ā
