The Virginia Beach SWaM Business Office is focused on the growth and development of small, women and minority-owned businesses, including service-disabled/veteran-owned businesses by providing resources and training sessions to assist suppliers/businesses in obtaining contracts. Small business owners and entrepreneurs are invited to check out these upcoming opportunities catered to support the growth and development of your businesses.

2026 City of Virginia Beach Industry Day

Seeking new ways to collaborate with the City of Virginia Beach? Businesses, contractors and industry partners are invited to attend the 2026 Virginia Beach Industry Day to learn about upcoming projects, procurement opportunities and the City's purchasing process. Attendees will hear directly from City departments about future contracting needs, capital projects and procurement forecasts while learning how to position their businesses for success. Network and build relationships with City staff, project managers, fellow members of the business community and more.

Industry Day is 9 a.m. to noon on Tuesday, Sept. 15, at The HIVE. It is free and open to the public. Space is limited. Register today!

Small Business Resources and Learning Opportunities

The Virginia Beach SWaM Business Office and The HIVE offer ongoing learning opportunities throughout the year. Businesses can take advantage of one-on-one mentoring, expert engagement sessions, workshops on effective marketing strategies, and guidance on developing strong, actionable business plans. These resources ensure that both new and established businesses have continued support as they grow. Here are some highlights of what’s ahead:

Virginia Beach Procurement Café
Sept. 11, 10-11:30 a.m., The HIVE, 140 Independence Blvd. 

Grab a cup of coffee and connect with the City’s Procurement team to ask questions and learn about the procurement process at this interactive, small-business-friendly workshop held each month at The HIVE.

Doing Business with the City of Virginia Beach

FREE and open to the public

This monthly virtual series is designed to help businesses navigate working with the City of Virginia Beach. Participants can learn about City procurement programs, resolutions and ordinances that most impact small, women, and minority-owned businesses. Sessions also cover how to use the City’s Supplier Portal, find solicitations and prepare the required forms for solicitation responses. 

  • Subcontracting Participation Plans and Good Faith Efforts: Sept. 14, 9-10 a.m. | Sept. 30, 3-4 p.m.
  • Procurement Programs: Sept. 18, 3-3:45 p.m.
  • Supplier Portal and Solicitations: Sept. 28, 3-4 p.m.
