Winston Salem Avenue Improvements Project Complete

A two-year project to enhance connectivity in the Marina District between Mediterranean Avenue, the Rudee Loop Walkway and Pacific Avenue has concluded.  

The $18.5 million project that began in July 2024 includes: 

• Enlarged 5-foot-wide sidewalk on the north end of Winston Salem and a 9-foot-wide sidewalk to the south 
• Moving overhead utility lines to underground service lines 
• New water and sewer lines to properties along the road 
• Storm-drain infrastructure improvements 
• On-street parking enhancements 
• Upgrades to street lighting and landscaping 

In addition, the project enhances pedestrian connections from the Resort Area to the Marina District through footpaths and bike facilities along the corridor, a longstanding goal of the Resort Area Mobility Plan.

“By improving these connections with the Resort Area, we have made the Marina District more accessible and attractive for future redevelopment,” said Emily Archer, director of Virginia Beach Economic Development. “Projects such as this support the City’s goal of being a competitive, first-class resort for residents, businesses and visitors.”

A ribbon cutting ceremony is scheduled for 10 a.m. on Saturday, Oct. 3. The event will take place near the Shadowlawn Neighborhood sign near the intersection of Arctic Avenue and Winston Salem Avenue. Additional activities are being planned by the Shadowlawn Civic League and nearby businesses to mark the occasion.
