Virginia Beach City Manager Appoints New City Finance Director

Following an extensive nationwide search, City Manager Patrick Duhaney has appointed Wan “Wendy” Hu as director of the City’s Department of Finance. 

Hu, a Certified Public Accountant, was selected for her more than 25 years of experience in leading and directing financial operations in an array of municipal environments. Her key experience and aptitudes include strategic planning and implementation, financial reporting, ERP system deployment/rollouts, risk mitigation, internal control and compliance, process improvement, and team and staff development.

“We are fortunate to have Wendy join our City leadership team,” said Virginia Beach City Manager Patrick Duhaney. “She has earned a more active role in directing financial operations for Virginia Beach and its many programs. I am confident together we can support the goals of our City Council as we plan for the future.”

Hu previously served the City of Virginia Beach as its co-acting director of finance from November 2020 to February 2021, and controller, December 2019 to August 2022. Past roles include service to the City of Portsmouth as acting chief financial officer, assistant chief financial officer, and director of finance and budget for Isle of Wight County.

Since August 2025, Hu has served as the City of Virginia Beach interim director of finance after previously being named the deputy director of finance in August 2022. Among her many responsibilities, she has overseen accounting, accounting payroll, financial reporting, payroll, financial systems services, debt and risk management internal control and compliance. She has also participated in City leadership activities and with the Finance Department’s Emergency Management and Continuity of Operations (COOP) plan and Workday Payroll software implementation.

Hu holds a Bachelor of Science in Accounting from Old Dominion University. She will assume her new role Dec. 18, 2025.
