VBPD Utilizes Flock Technology to Apprehend Felony Suspect

On December 27, 2025, at approximately 10:00 p.m., officers from the Virginia Beach Police Department (VBPD) Third Precinct were investigating a vehicle that had alerted Flock cameras, indicating that the registered owner had 28 felony warrants. This vehicle had triggered alerts several times throughout the week. Officers located the vehicle and subsequently located the registered owner.

VBPD officers arrested Juan Paballo Galvis-Munoz (M/24) of Virginia Beach and served 28 felony warrants relating to credit card fraud.

“Flock technology generated the critical lead in this case,” said Chief Paul W. Neudigate. “It was the officer’s persistence and expert investigative work that brought this case to a successful conclusion.”

Note: The charges mentioned in this press release are accusations, and the arrested individual is presumed innocent until proven guilty in a court of law.
