VBPD Searching for Additional Victims After Arrest in Multiple Robberies

The Virginia Beach Police Department (VBPD) is searching for additional victims after an arrest in two incidents involving robbery and sexual assault.

On July 20, 2025, at approximately 3:03 a.m., VBPD officers responded to the 1200 block of Christian Ct. for a report of a robbery that occurred around 2 a.m. The suspect allegedly robbed the victim at gunpoint before fleeing the scene.

On July 21, 2025, at approximately 1:32 a.m., VBPD officers responded to the 4600 block of Commerce St. for a report of a sexual assault and robbery. A preliminary investigation showed the suspect sexually assaulted the victim at gunpoint.

VBPD Violent Crimes detectives identified the same suspect for both incidents as Phillip Graham (M/27) of North Carolina. Warrants were secured on Graham for three counts of Use of a Firearm in Commission of a Felony, two counts of Robbery Using a Firearm, two counts of Abduction, and Forcible Sodomy.

Graham was taken into custody on July 22, 2025, by the Norfolk Police Department, where he faces additional charges.

VBPD is asking for anyone who was potentially victimized by Graham to come forward. Victims are encouraged to contact the VBPD Violent Crimes Unit at 757-385-4101.
