VBPD Prioritizes Proactive Enforcement in the Resort Area

On July 11, 2026, at approximately 12:30 a.m., Virginia Beach Police Department (VBPD) officers were patrolling the 1700 block of Atlantic Avenue and observed a male with an open container of alcohol. Officers approached the subject, Jaylin Scott-McCoy (M/19) of Chesapeake, who refused to stop and provide identification. The suspect instead tried to walk away. When advised he was under arrest, he resisted efforts to take him into custody.   He was eventually handcuffed after he was maced by the officers. During a search of a bag Scott-McCoy was carrying when stopped, a loaded 9mm handgun was recovered.

Scott-McCoy was charged with the following:

·         Assault on a Law Enforcement Officer

·         Carrying a concealed weapon

·         Obstruction

·         Open container

·         Under possession of alcohol

"This arrest demonstrates how enforcement of low-level quality of life offenses can quickly escalate into more serious criminal activity," said Police Chief Paul W. Neudigate. “Proactive policing by your VBPD is one of the reasons that Virginia Beach is routinely ranked as one of the safest large cities in the nation. I would like to thank our Oceanfront Policing Squad (OCOP) for their continued efforts in addressing crime and disorder in the resort area; whether it is an open flask violation or a serious felony, their proactive efforts are paying off."

The VBPD is focusing its efforts on underage drinking, open containers, and other behavior that impacts the quality of life for both residents and visitors. We will continue to proactively enforce all laws to ensure a safe environment for everyone who lives, works, and visits the Oceanfront and the City of Virginia Beach.
