VBPD Makes DUI Arrest in Fatal Crash on South Lynnhaven Road
On May 24, 2025, at approximately 4 p.m., Emergency Communications and Citizen Services (ECCS) received a report of a crash in the 600 block of S. Lynnhaven Rd. Officers from the Virginia Beach Police Department (VBPD) responded to the scene. Â
The first driver, Eddie Feliciano (M/57) of Virginia Beach, was transported to an area hospital where he later succumbed to his injuries.Â
A preliminary investigation determined that Feliciano’s vehicle was struck by a second vehicle that disregarded a stop sign on Bowling Green Dr. The driver of the second vehicle, Billy Fields (M/34) of Virginia Beach, was arrested for Involuntary Manslaughter (DUI), Driving Under the Influence (DUI 1st Offense), Refusal of Blood/Breath Test (1st Offense) Reckless Driving, and Failure to Obey Highway/Traffic Sign. Â
This incident is being investigated by the VBPD Traffic Safety Unit (TSU). Anyone with information relating to this incident is asked to contact TSU at (757) 385-4606 or submit anonymous tips through Crime Solvers at 1-888-LOCK-U-UP or P3Tips.com.  Â
