VBPD Makes Arrest in Atlantic Avenue Reckless Driving Investigation
On May 10, 2026, a Virginia Beach Police Department (VBPD) officer assigned to the Second Precinct responded to a call for service regarding a vehicle performing burnouts in the area of 40th Street and Atlantic Avenue.
Upon responding to the scene, the officer identified the suspect vehicle as connected to two separate open investigations stemming from incidents on March 22 and April 25, 2026, both of which were captured on video surveillance.
VBPD officers conducted a traffic stop on the suspect vehicle and subsequently arrested Kyle Matthews (M/20) of Norfolk in connection with the May 10 incident. Through further investigative efforts, officers were also able to clear the two prior open investigations, obtaining warrants accordingly.
Matthews has been charged with the following offenses:
- Three (3) counts of racing/exhibition driving
- Three (3) counts of destruction of city property
