VBPD Investigating Officer-Involved Shooting on Brasileno Drive

On April 27, 2025, at 10:17 p.m., officers from the Virginia Beach Police Department (VBPD) were dispatched to the 2400 block of Brasileno Dr. for a possible domestic dispute. 

Officers arrived on scene and encountered Gokhan Karabulut (M/39) of Virginia Beach, who was armed with a knife and holding it to the throat of another individual. One officer fired his weapon at Karabulut, striking him. Karabulut was transported to a local hospital and is currently in stable condition.  The victim in this incident was treated for minor injuries. 

Karabulut is charged with Abduction, Strangulation, Child Endangerment, and Domestic Assault. 

No officers were injured in this incident. The involved officer has been placed on critical incident leave, which is standard practice. 

The VBPD Detective Bureau is conducting one of two criminal investigations into this incident. Upon completion, all evidence obtained by VBPD will be submitted to the Virginia Beach Office of the Commonwealth’s Attorney (OCA) who will review the facts and circumstances for compliance with existing law. 

In addition to the VBPD investigation, the OCA conducts their own parallel, independent criminal investigation. Upon conclusion of both criminal investigations, the VBPD Internal Affairs Unit will conduct an administrative review to determine compliance with department policy, procedure, and training.
