VBPD Investigating Fatal Crash on Northampton Boulevard
On September 11, 2025, at 8:50 p.m., the Virginia Beach Police Department (VBPD) responded to the 5800 block of Northampton Blvd. for a crash involving a pedestrian.
The pedestrian, Kevin Rice (M/63) of Virginia Beach, was transported with life-threatening injuries to an area hospital. On December 12, 2025, Rice was pronounced deceased.
A preliminary investigation determined that Rice attempted to cross the northbound lanes of Northampton Blvd without the right-of-way when he was struck by a vehicle. The driver of the vehicle stayed on scene and cooperated with investigators.
“Pedestrian safety is not just shared responsibility; it is a community priority,” said Chief Paul W. Neudigate. “Every driver and every pedestrian have a role to play in preventing tragedies. By staying alert, obeying traffic laws, and respecting crosswalks, we can reduce injuries and save lives.”
