VBPD Investigates Fatal Crash on Lynnhaven Parkway

On July 8, 2026, at approximately 9:45 p.m., Emergency Communications and Citizens Services (ECCS) received a report of a crash involving a bicyclist and a car in the 2000 block of Lynnhaven Parkway.

Upon arrival, Virginia Beach Police Officers (VBPD) and Emergency Medical Services found the bicyclist, a 16-year-old male juvenile, with life-threatening injuries. The vehicle involved left the scene of the crash.  The bicyclist was transported to an area hospital but was later declared deceased on July 11, 2026.

The VBPD identified Josiah Johnson-Owens (M/20) of Norfolk as the driver of the car, he was subsequently located and charged with felony hit and run and a misdemeanor for no insurance.
