Update: VBPD Investigating Fatal Shooting on Osprey Street

The VBPD Violent Crimes Unit identified five suspects in the homicide of Joshua Rice on April 4, 2025:

  • Nasir Carter (M/18) of Virginia Beach. Carter was apprehended on April 30, 2025, and charged with Second Degree Murder and Use of a Firearm in Commission of a Felony.
  • Ekue Dossekpli (M/19) of Virginia Beach. Dossekpli was apprehended on April 11, 2025, and charged with Second Degree Murder and Use of a Firearm in Commission of a Felony.
  • Taejohn Stewart (M/21) of Virginia Beach. Stewart was apprehended on May 1, 2025 and charged with Second Degree Murder and Use of a Firearm in Commission of a Felony.
  • Shaquita West (F/29) of Virginia Beach. West was apprehended on April 7, 2025, and charged with Concealing or Destroying Physical Evidence of a Felony Offense.
  • Keondre Willie (M/21) of Virginia Beach. West was apprehended on April 10, 2025, and charged with Second Degree Murder and Use of a Firearm in Commission of a Felony.

“I am incredibly proud of the investigative efforts of our officers to bring closure to Mr. Rice’s family and loved ones,” said VBPD Chief Paul Neudigate. “Our detectives led a thorough and exhaustive investigation to ensure justice was served.”

(Note: The charges mentioned in this press release are accusations, and the arrested individual is presumed innocent until proven guilty in a court of law.)

On April 4, 2025, at 7:11 p.m., officers from the Virginia Beach Police Department (VBPD) responded to the 400 block of Osprey St. for a shooting.

Upon arrival, officers found one victim suffering from gunshot wound(s).  Joshua Rice (M/20), of Virginia Beach, succumbed to his injuries at the scene.
