Update: VBPD Investigating Fatal Crash Involving Pedestrian on Bonney Road

Following a comprehensive investigation, officers identified Michael Shippy (M/41) of Virginia Beach as the suspect. 

Shippy was taken into custody without incident on Feb. 7, 2025, and charged with two counts of Felony Hit and Run, Possession of a Schedule I/II Substance, and Driving Under the Influence. 

(Note: The charges mentioned in this press release are accusations, and the arrested individual is presumed innocent until proven guilty in a court of law.)  

Original News Release

On Jan. 31, 2025, at approximately 1:40 AM, Emergency Communications and Citizen Services (ECCS) received a call reporting a crash involving a pedestrian in the 3700 block of Bonney Road. Officers from the Virginia Beach Police Department (VBPD) and personnel from the Virginia Beach Fire Department and Virginia Beach Emergency Medical Services responded to find Thomas Moore (M/63) of Virginia Beach, deceased in the roadway.  

Preliminary investigations conducted by the VBPD Traffic Safety Unit (TSU) determined Moore was struck and killed by a vehicle that fled the scene.
