Multi-Jurisdictional Arrest for Harbinger Road Homicide

On April 30, 2025, at 10:02 p.m., officers from the Virginia Beach Police Department (VBPD) responded to the 3600 block of Harbinger Rd. for a shooting.  Officers arrived and located one victim, Regina Banks (F/63) of Virginia Beach, who was pronounced deceased at the scene.

VBPD quickly identified Deric Lee Jr. (M/42) as the suspect and initiated a traffic pursuit of Lee. Lee fled into Portsmouth where he crashed the vehicle and ran from the car, eluding capture for the moment.

With assistance from the U.S. Marshals, Virginia State Police, the Chesapeake Police Department, and the Portsmouth Police Department, Lee was apprehended this afternoon, May 1, 2025.  Lee is currently charged with Second Degree Murder, Use of a Firearm in Commission of a Felony, and Possession of a Firearm by a Convicted Felon.

“On behalf of the VBPD, I extend my sincerest condolences to Ms. Banks’ family and loved ones,” said VBPD Chief Paul Neudigate. “We are incredibly thankful for the assistance that our law enforcement partners provided that helped us apprehend this suspect in less than 24 hours from the offense.”
