City of Virginia Beach Exceeds National Averages for Resident Satisfaction Ratings in Local Government
The City of Virginia Beach is rated above the U.S. average when it comes to resident satisfaction.
The results of the 2025 City of Virginia Beach Resident Survey are now available to review on the City’s website at VirginiaBeach.gov/ResidentSurvey. A random sample of Virginia Beach residents shared their feedback on City programs, services and priorities.
The survey included some standardized questions utilized in communities across the country to allow Virginia Beach to benchmark the city against average ratings in other communities. It also included questions developed specifically for Virginia Beach to gain insights into issues that impact the city.
Residents invited to complete the survey were randomly selected to ensure that the survey data would be statistically viable and that input from a diverse range of residents that reflect the demographic composition of the city with regard to age, geographic dispersion, gender, race and other factors was received.
ETC Institute, one of the nation's leading firms in the field of local government research, which gathers statistically valid surveys, administered the community input effort on behalf of the City.
