City of Virginia Beach Development Authority Awards Grant to TST Tactical Defense Solutions

The City of Virginia Beach Development Authority (VBDA) is awarding $508,000 under the Economic Development Investment Program (EDIP) to TST Tactical Defense Solutions for capital investment. Additionally, VBDA will sell 16 acres of land (5 acres developable) at Corporate Landing Business Park for the construction of a 20,000-square-foot warehouse and 15,000-square-foot office space. The company employs 150 people and is expected to hire an additional 135 with an average annual salary of $88,222.22.

ST Tactical Defense Solutions is an SBA-certified 8(a) and Service-Disabled Veteran Owned and Minority-Owned Small Business providing leadership and management in commercial roofing and glazing construction. The company is a turn-key contractor that has worked with agencies ranging from Naval Facilities Engineering Systems Command (NAVFAC) and the United States Army Corps of Engineers (USACE) to the Army Mission and Installation Contracting Command (MICC), as well as city agencies and school systems.

“On behalf of TST Roofing & Glazing and Tidewater Development Services, I want to thank Virginia Beach Economic Development for its partnership and support, as we expand our operations in the city, allowing us to deepen our role as a construction contractor across Hampton Roads for our federal, state and local customers,” said Ryan Turner, TST Tactical Defense Solutions CEO and CFO. “This growth not only strengthens our capabilities to serve government partners, but also creates valuable employment opportunities right here in our community.”

Amanda Jarratt, Virginia Beach deputy city manager, said: “With this award, TST Tactical Defense Solutions has committed to retaining 150 full-time jobs and creating 135 new ones which will strengthen the stability and growth of our area. TST Tactical Defense Solutions’ success story is an example of what it means for government to work with our corporate partners and do what we do best: invest in Virginia Beach’s economy.”

The EDIP is a locally funded discretionary incentive program that assists qualifying companies with their growth needs in Virginia Beach. VBDA has administered this program on behalf of the City Council since 1994. The program may provide cash grants to eligible companies based on the average annual salary and number of new jobs created and/or new capital investment made over a 36-month period or 48 months for APZ-1 awards.
