Virginia Beach Housing & Neighborhood Preservation (HNP) announces the availability of the draft FY 26/27 Annual Agency Plan and 2026 Administrative Plan revisions for the Housing Choice Voucher (Section 8) Program. The plans describe how the City operates this federally funded program.

The public is invited to review and comment on the draft plans beginning Friday, Feb. 13, 2026. To view the draft plans, the public may visit the department’s main office, Municipal Center, Building 18A, 2424 Courthouse Drive, during normal business hours (8 a.m.-5 p.m., Monday-Friday); or during the public hearing on March 30. If reasonable accommodations are needed to participate in the public hearing, please call 757-385-5750 (Virginia Relay TTY: 711) at least three business days before the scheduled meeting.

The public comment period ends on Monday, March 30, 2026. City Council is scheduled to consider an ordinance adopting the plans on April 14, 2026.
