Virginia Beach Offers ADA Beach Resources

The City of Virginia Beach offers a variety of accessibility features to help everyone enjoy the shoreline, from wheelchair‑friendly beach access and play areas to convenient accessible parking. These amenities ensure that residents and visitors of all abilities can experience the coast comfortably and independently.

ADA Beach Wheelchairs 

Whether you’re visiting the Oceanfront or spending the day at Little Island Park, free Americans with Disabilities Act (ADA) beach wheelchairs are available on a first-come, first-served basis and can be used for an hour or the entire day.  

Oceanfront
Wheelchair pickup locations:  

• 2nd Street (adjacent to Grommet Island Park)  
• 8th Street shed 
• 17th Street 
• 24th Street   
• 36th Street 

These chairs are designed for sand use and should remain in the general beach area near their pickup location.

To reserve a wheelchair at the Oceanfront, call a beach ambassador at 757-439-9565 any day, 8 a.m.-8 p.m., May through October. An ambassador will meet you at your selected Boardwalk location and return for pickup when you’re finished. From November through April or if an attendant is unavailable, please call 757-385-1100 to make a reservation.

Sandbridge 
Little Island Park also offers three ADA beach wheelchairs. To reserve one, bring a valid photo ID to the park office at 3820 Sandpiper Road. Wheelchairs must remain onsite within the park. For more information, call 757-385-7324 or visit the park office. 

Accessible Parking and Beach Ramps

The City of Virginia Beach makes beach days a breeze with accessible parking and ramps at both the Oceanfront and Sandbridge.

Parking
Designated accessible parking throughout the Resort Area is available at municipal lots and garages and on-street spaces. On-street accessible parking is available along: 

• Arctic Avenue 
• Atlantic Avenue  
• Rudee Loop 
• Atlantic Avenue at 2nd-37th cross streets 

Vehicles with a disabled parking tag or other valid identification may park at on-street metered locations free for up to four hours. Disabled free parking does not apply to garages or surface lots.

At Sandbridge, accessible parking is located at Little Island Lot, Sandbridge Market Lot and the Sandbridge Municipal Lot.  

Beach Ramps
Accessible wooden and concrete ramps are also available throughout the Oceanfront to help residents and visitors reach the beach more easily. 

Wooden ramp locations include: 

• 2nd Street (to Grommet Island Park) 
• 8th Street
• 13th Street  
• 17th Street 
• 24th Street 
• 30th Street 
• 36th Street  
• 40th Street  

Universally accessible ramps are located at every beach access in the Resort Area. 

Together, these options give residents and visitors several ways to access our beaches.  

Grommet Island Park

JT's Grommet Island Beach Park and Playground for EveryBODY is the first of its kind in America: a 100% accessible oceanfront park. Located at the Boardwalk and 2nd Street, this 15,000-square-foot beach park has wheelchair-accessible entrances and an accessible playground.

Amenities include poured-in-place surfacing, raised sand tables at an accessible height, a sensory board for children who are autistic or visually impaired and a sway boat. The playground also includes sculptural features such as dolphins and a surfboard that serve as additional play features. 

Wood polymer decking connects the playground to accessible seating areas equipped with an umbrella and a hand-operated sand scoop designed for use by a person in a wheelchair. 

Beach-accessible wheelchairs are free and available for use in the park
