Continue Review of various requests to the Chesapeake Bay Preservation Area Ordinance (CBPAO). This ordinance affects all property in the City within the Resource Protection Area (RPA) of the Chesapeake Bay Watershed. The RPA is approximately the northern one-third of the City and includes tidal and non-tidal shores, and a variable width buffer not less than 100 feet. The purpose of the CBPA is to enhance the water quality of the Chesapeake Bay and its tributaries by protecting environmentally valuable areas within the RPA, as well as highly erodible soils.

The Flood Prevention Bond Referendum Oversight Board is a seven-member board made up of citizens, responsible for providing the City Council with regular briefings every two months addressing the more than 40 projects included in Phase 1 of the Flood Protection Program and progress reports on work to eliminate the backlog in the maintenance of the City's legacy ditches, canals, and ponds.

The Personnel Board meets on an as-needed basis to hear appeals of grievances and discipline of City employees. It is established in accordance with the two (2) State Code Sections that provide for the establishment of a Personnel Board and a Grievance Procedure. The Planning Commission is responsible for the review of land use and zoning matters for the City. Shall study issues referred to it by City Council, the first two issues involve the acceptability of backyard hens and mini-pigs in districts not zoned for agriculture and the benefits of a City composting program. The Committee will provide recommendations that promote the health, safety and welfare of the City’s residents.

Reviews the provisions of any proposed amendment to the City Code pertaining to the removal of unauthorized vehicles from private property, including fees charged for such removal, and make recommendations to City Council regarding the provisions of any such amendment.

- Composition Requirements: An equal number of representatives of local law enforcement and the towing industry plus 1 member of the general public.
Reviews permit requests for the use, alteration, or development of Tidal Wetlands, Coastal Primary Sand Dunes, and Beaches. Requests are considered at the hearing following a Staff presentation, with information provided by the applicant and testimony from citizens. The Board considers the benefits of the project request and renders a decision. The Board also reviews violations of the regulations, and has the option to assess civil charges and orders of restoration. Board members typically have knowledge and understanding of dune and beach dynamics, and tidal wetlands features and functions. Knowledge of local and state codes pertaining to wetlands and dunes is also helpful.
