Hit and Run Driver Arrested

VIRGINIA BEACH, Va. – On August 26, 2021 at 8:15a.m., Virginia Beach Emergency Communications (VBECCS) received reports that a pedestrian was struck by a vehicle at the intersection of Shore Drive and First Court Road. VBPD units assigned to the 3rd Precinct responded along with multiple VB Fire Department and EMS resources.

Witnesses reported seeing a pickup truck traveling eastbound on Shore Drive as a pedestrian was walking northbound crossing Shore Drive. The pedestrian was struck by the truck's passenger side mirror, throwing them to the pavement. The truck continued east on Shore Drive fleeing the scene. The adult female victim was transported to a local hospital with serious injuries.

With the public's aid, a description of the suspect vehicle and a direction of travel were obtained. Additionally, Traffic Safety Unit investigators were able to locate video evidence of the suspect pickup truck on multiple cameras.

Officers saturated Shore Drive and at approximately 6:20 p.m., the suspect vehicle, a white Dodge Ram pickup truck with damage to the passenger side, was observed on Greenwell Road. A traffic stop was conducted, and the driver was identified as 28-year-old Justin Barboza, of Virginia Beach.

After further examination into the cause of the crash, investigators conducted a DUI investigation and Barboza was ultimately placed under arrest and charged with DUI – 3rd Offense within 10 Years, Hit and Run resulting in Injury, Possession of Ammunition by a Convicted Felon, Filing a False Police Report, Expired Inspection, and No Seatbelt. Barboza is currently being held on a no bond status at the Virginia Beach Correctional Center.

This case remains under investigation by VBPD Traffic Safety Unit.
